Afua Ofosu-Barko
Afua Ofosu-Barko has over 15 years of experience in financial and operational management in the public and nonprofit sectors.
As the program operations director for Results for Development’s (R4D) Health Systems Strengthening Accelerator project, Ms. Ofosu-Barko provides leadership support including oversight of operational procedures and policies, financial controls, sub-recipient management and contractual obligations. In this position, she ensures accountability and synergy across program units for maximum effectiveness and efficiency, providing operational and strategic guidance to the managing director on this ambitious, complex, and multifaceted global initiative.
Before joining R4D, Ms. Ofosu-Barko was the chief administrative officer at the World Justice Project (WJP) where she managed the operations of WJP’s four offices, including the operational setup of offices in Mexico City and Singapore. Prior to WJP, Ms. Ofosu-Barko worked at John Snow, Inc. (JSI) for several years, the majority of those spent on USAID’s global Supply Chain Management System (SCMS) project.
As the SCMS finance manager, Ms. Ofosu-Barko implemented a new cost structure under the project’s third task order. As transition manager, she oversaw all cross-cutting project activities, including managing a 30-person working group that identified strategies and tools for risk mitigation in the transition to the $9 billion follow-on mechanism. Her experience at JSI included over a decade of new business development, including leading the JSI cost proposal process for the SCMS rebid: three task order budgets totaling $370 million, the largest partner budgets in the consortium.
Ms. Ofosu-Barko holds an MA in sociology and a BA in international relations, both from Stanford University.
